How Your Comments on the Supplement to the Draft Solar PEIS Will Be Used
Public comments and information submitted on the Supplement to the Draft Solar PEIS will be considered during preparation of the Final Solar PEIS.
The Bureau of Land Management and the U.S. Department of Energy (the Agencies) sought information and comments on the Supplement to the Draft Solar PEIS. The Agencies were particularly interested in feedback concerning new elements of the BLM's Solar Energy Program, such as new right-of-way authorization policies, the proposed SEZ-identification protocol, incentives for projects in SEZs, and the proposed variance process, as well as DOE's proposed guidance. The Agencies will consider the comments received while preparing the Final Solar PEIS.
Comment Consideration
Written and oral comments are given equal weight, and the Agencies will consider all comments received during the public comment periods for both the Draft Solar PEIS and the Supplement to the Draft Solar PEIS in preparation of the Final Solar PEIS. Comments received after the close of the public comment periods will be considered to the extent practicable.

The Agencies sought information and comments on the analysis of potential impacts discussed in the Draft Solar PEIS and on the assessment of the alternatives. The Agencies also sought additional data or information that would improve the analysis in the Draft Solar PEIS.
How Your Scoping Comments Were Used
The public scoping periods held in 2008 and 2009 provided opportunities for the public to provide input on the scope of the PEIS. Public scoping comments were taken into consideration to determine relevant issues of concern to stakeholders that might influence the scope of the environmental analysis and the alternatives considered in the Draft Solar PEIS. Comments submitted during the scoping periods helped to ensure that reasonable alternatives were analyzed and considered early in the process.
A scoping summary report for the first public scoping period is available for public review. Comments from the second scoping period regarding 24 tracts of land for in-depth study are also available.
