How Your Scoping Comments Are Used

Public scoping comments and information will be used to help determine the scope of the Solar Energy Development PEIS, and to identify issues of concern.

The public scoping comment period is the first major public involvement opportunity for the Solar Energy Development Programmatic EIS. Public scoping comments will be taken into consideration to determine relevant issues of concern to stakeholders that might influence the scope of the environmental analysis and the alternatives considered in the Draft Programmatic EIS. Comments submitted during the scoping phase of the PEIS help ensure that reasonable alternatives can be analyzed and considered early in the process.

After gathering public comments on issues that should be addressed in the PEIS during the public scoping period, the Agencies will identify and provide rationale in the PEIS on those issues addressed and those issues determined to be beyond the scope of the PEIS. In addition to the major issues, the Agencies will address a number of management questions and concerns in the PEIS. The public is encouraged to help identify these questions and concerns during the public scoping period.

A scoping summary report for the first public scoping period is available for public review. Comments from the second scoping period regarding solar energy study areas will also be posted to this Web site after the close of the scoping period.

Comment Consideration

For the second scoping comment period, the Agencies will consider all comments received or postmarked by September 14, 2009. Comments received or postmarked after that date will be considered to the extent practicable.
